Hi,
According to the output of cpuinfo -v2, IQ recognizes the cpu license as 1 Core.
Because IQ only checks the number of core not logical processor.
You can find the count in use in sp_iqlmconfig output.
IQ_CORE License Count in use 1 (CPU core based).
And IQ only find 1 CPU Chip on this machine.

I think You need to check this machine is partitioned logically such as LPAR...
8 logical processors might be affected by hyper-threading , SMT...
